Hi,
as far as I know Oracle called version 3 of the "Application" Server
OWS Oracle Web Server, so, yes, it includes a web server.
Using the OAS admin tool you can define what your Web Root directory is.
In OAS 4.0 this is a java-based tool which runs in a browser.
I don't know if this was already included in version 3.
