Find maximum user can connect to ORACLE

I'm using ORACLE 7.3.3 on SOLARIS.
I would like to know the maximum user/session can connect to ORACLE. Where can I find this information ?

I've found in INIT file "license_max_session", "license_max_user". But the values of these variables are 0. Does anyone know what they mean ?
