Oracle 8 and Novell's NIAS Conflict

I installed Oracle 8 but when one of our workstations access our ISP
(Dynamically assigned IP address) and then disconnects through Novell's NIAS
(Small Business v4.2) if I attempt to connect to Oracle I receive the error
message

"ORA-12221: TNS: illegal address parameters"

I then must reboot the server. Does this have anything to do with IP address assignments? Could the dynamically assigned IP address from my ISP be part of the problem?
