You don't try to connect to the 8889 port. From DOS, issue "owsctl start" or from the Services Panel, start the OAS Node Manager service. Once that is done, you then connect to the 8888 port. Even though OAS installs and configures for ports 8888, 8889, and others, I've never used 8889. All of the admin functions are performed through the 8888 port.
