shutdown problem in Instance Manager.

Hello!
I know that I must connect as SYSOPER, or SYSDBA to shutdown database. But just after install, I can't connect as SYSDBA with system/manager(UID/Password).
Connecting as Normal is possible. but if I try to shutdown , the message was insufficient privileges.
Do I have to add some privileges with Security Manager?
