Can you do the steps that you mentioned manually? i.e. can you su - oracle, run lsnrctl, then start LISTENER?
I would try to see where the process is breaking down, and if everything works manually, then you have narrowed the potential problems to a scripting error or a problem with the su command w/ the "-c" option.
