Two areas to think about: memory and disks.

Regardless of how much memory you start with, make sure the box is upgradable to 1 to 2 Gig. You need to leave yourself room to grow.

Give though to how you will set up your disks. With a single disk controller and RAID array, the disk can easily become the bottleneck.

As an aside, I am running an Oracle database on the NT standard version. The highwater mark for connects is around 150. The server is a dual processor with 1 gig of memory and response time is fine. However, my 150 may represent a far smaller load than your 80-90 - it all depends on the application.
