The Intelligent agent doesn't start

Hi,
I have the same problem on the Oracle Intelligent Agent. When I start the agent I have NMS-00315 error. I have:
1- owner of dbsnmp is root
2- copied the /usr/lib/libtcl.so in the directory
$ORACLE_HOME/lib and after I have relinked the
oemagent (in the env_oemagent.mk the LIBTCL is equal to $(ORACLE_HOME)/lib)

How can I resolve the problem ?
I haven't undertood if in the directory
$ORACLE_HOME/network/agent/library must be some
file or it must be empty.
My library directory is empty.
