I think there is SQL*Net for RDB. You should able to connect over SQL*Net to your RDB database with a database link. I'm not sure if this is sufficient.
In the worst case, I think Oracle has a Transparent Gateway for RDB, that will enable you to connect over a database to the RDB database.
