Error in creating stored procedure

I was trying to create a simple stored procedure in Oracle and got the
error message: ORA-06553: package STANDARD not accessible




I ran the script catproc.sql and then standard.sql. Now I am getting a
different error message.



ORA-06554: package DBMS_STANDARD must be created before using PL/SQL



How can I create the DBMS_STANDARD package?
