Connect problems w/IBM Mainframe Gateway to VMS

I received a call from a friend, asking if I knew anything about Oracle gateway on an IBM mainframe talking to (or trying) to talk to Oracle on VMS. It seems that the gateway is not making the connection. I haven’t had any experience with this and I was wondering if anyone out there has any trouble shooting pointers for me. I hope to get more info on this later today.
