If you've got Oracle and TS and Metaframe
all on the same box, You will need an 


entry in tnsnames.ora pointing to the same machine since this tnsnames.ora can
be shared by all the citrix clients. Did you test
a connection at the server console through
svrmgr or sql*plus using connect username/password_at_tnsnames alias  ??? This
will test the validity of the tnsnames entry/resolution before you attempt from
a citrix client.
