NT: insufficient privileges

Installed 7.3.3. When I did a connect internal, was able to get a Connected to an idle instance msg. However, using startup nomount caused an insufficient privileges error. Question is am I connected or not, since subsequent msgs reflect that I'm not logged in! Is there a need to grant resource to sys to do a startup. I installed Oracle when logged on as NT Administrator.
