Oracle 7 Server and OS/2 Database Block Buffers

I have a customer with Oracle 7 Server and OS/2 Warp Server with service pack 32. The customer wants to increase memory utilization on the server since we are only running 25% of the available memory on the server. If they try to increase "database block buffers" they get an Out of Memory condition on OS/2 and the database will not start. Is there somewhere I could find information on setting this in the OS/2 environment and or resolution to this type of problem. lwheeler_at_us.ibm.com
