  1. The ascii code for & is 38 (not 39)
  2. Which Oracle version are you using ?
  3. What tools are you using to send the string to Oracle ?
  4. In some things (like html), & is used as a lead in character for special characters. &Aring; would produce an Amstron unit - an 'A' with a ring over it.
