One of the best tools I have seen is by a company called Savant (www.savant-corp.com) out of the US. They offer a database monitoring tool called Q. You can download a free 30-day demo of it.

It gives you tons of DB performance statistics, lets you monitor PC clients, network traffic. It is a little on the expensive side - around $5, 000 per Oracle instance. I've used it though and was impressed with it dispite the price. May still want to check it out though.
