Can I import a comma delimeted file?

The Oracle documentation that I read explains how to import Oracle tables
and .dmp's.  I haven't found any documentation on importing fixed length or
comma delimited files.  Does Oracle have a bulkcopy utility like MS SQL?
Can anyone point me in the right direction?
