WEB DB and 8i on NT 4.0

I recently installed Oracle 8i Enterprise Edition (release 8.1.5) on Wint NT 4.0 server and the Oracle 8i client on Windows 98. During the installation process (and also in some paper) I had read that Web DB is a part of Oracle 8i. Though I did a full installation I don't see it. Can anyone help me with steps to follow to use Web Db. Do I have to install Web DB again.
