Help! Can't create CLOB column

I am getting ORA-22866 : default character set is of varying width when
I try to create a table with a CLOB column. Indeed, my database is
variable width (UTF8) But all Oracle docs say that CLOBs and NCLOBS can
be used with variable width character sets. What am I doing wrong?
