No this is not a new feature. EXP80 is the NT version of Oracle Export Utility. It allows you to export any or all of the database to a dump file with the database still running. With the exported dump file you can import it on another platform, import specific tables/tablespaces etc only. The backup you would be referring to in NOARCHIVELOG mode would have to ba a cold backup to be a consistent backup - this means that the database would have to be shut down.
