Copying the files would not be a good idea because there are more internal files than just the tnsnames.ora and executables. You need to install SQL*Plus from the CD using the custom installation. It will want to make the same home directory that you have on the server. It will install the proper TNS files. Once you have the installation complete, then you can copy the tnsnames.ora and the sqlnet.ora files to the client machine.
