Actually you should have a minimum of 20 extents in each rollback segment. That's minextents=20. This is to avoid dynamic allocation/deallocation of extents during everyday use. Now using the other storage parameters (maxextents etc.) you can control the size and number of extents, what the optimal size should be etc.
