Hi,
The file strt<SID>.cmd in <ORACLE_HOME>\databse contain internal password. This script is run by service OracleStart<SID>.

example
c:\orant\bin\oradim80.exe -startup -sid DAT1 -usrpwd <internal_passwd> -starttype srvc,inst -pfile c:\orant\database\initdat1.ora

If internal password was changed, you have to change password in this file.
