I can't comment on the Parallel server issue ie two nodes sharing the same disks concurrently, but I have been at a site where two E6500's used Veritas Volume manager. One node owned all of the disks - in their case, they ran the db on one box and the app (talking sqlnet) on the other.

Either could run both app and db and failover time averaged about 30 sec (excluding about 1 min detection time)

I think OPS is meant to be even better than this, but in any event, I think the 15 to 20 minute figure you have been quoted is inflated.
