The extent size as recorded for a tablespace are only the default values for all the objects created in that tablespace. Therefore the answer is yes, you can change both the INITIAL and the NEXT sized.

The same goes for all the other elements of the STORAGE clause. [If I remember correctly only PCTINC on a tablespace has one little sideeffect. If it is 0 then the tablespace is not automatically coalesced]
