In Oracle this Error is descibed
  ORA-00210 cannot open the specified controlfile   Cause: Cannot open the control file.
  Action: Check to make sure the control file exists and is not locked by some
  other program.

It could be that this file is locked. Under AIX i had sometime the problem
that the instance was still registered in the Shared Mem of the os. So restarting was not possible.
Look in Init<sid>.ora if the path is correct or look to the file and check Writepermissions.

I hope it will help a lillte bit.

But before you do something with your controlfile backup all version used b the instance before!
