I'm not very familiar with Oracle for NT, but the first thing I would check would be the IP address in the
$ORACLE_HOME/net80/admin/listener.ora file and make sure it was changed to match the new IP of your machine. You might also try looking in $ORACLE_HOME/net80/log/listener.log to see if there are specific errors listed.
