PL/SQL Cartridge not installing properly

I get this error when I install PL/SQL cartridge in OAS Utilities section.

CREATE ROLE ows_default_role

*

ORA-01921: role name 'OWS_DEFAULT_ROLE' conflicts with another user or role name
CREATE ROLE ows_standard_role

*

ORA-01921: role name 'OWS_STANDARD_ROLE' conflicts with another user or role name
CREATE ROLE ows_admin_role

*

ORA-01921: role name 'OWS_ADMIN_ROLE' conflicts with another user or role name
