Connection problem

One of our clients is running two applications: one is with Oracle7.3 on  back end, and the other is with Oracle 8.0.5 on the back end. The OS is Windows95. The first application doesn't have any problems connection to Oracle7.3. But when they run the second App every time they get ORA-01019: unable to allocate memory in the user side. Cause: The user side memory allocator returned an error. Does anybody know how to get around?
