ORA-12500 TNS failed to start dedicated server process

I have installed ver 8.1.5 server and client on NT workstation 4.0 and used the NET8 config assistant to setup listener.ora and tnsnames.ora. I receive the ORA-12500 error when attempting to connect using either the host naming method or the local naming method. I can tnsping ok from the server and from a client using both @hostname (as defined in the hosts file) and @service_name (in tnsnames.ora) but the only way I can successfully connect to the database is via sqlplus on the server, with username/password only ( no service name).
