Its not a bug or a security gap.
He uses HTML for his messages .
Now I hope i don't get flamed for telling how to do it , but its quite simple :

create an html Onload tag
and there place the code you want to run

This will launch the default browser

you can also use mailto / samewindow etc... .

to disable it :
- either increase the security settings in your default browser - don't allow your newsreader to interpret the html, i don't know if you can actually disable it in outlook expres
