Tmp tables in oracle?!@#!

I am some what new to Oracle. I have been working with SQL Server for the last couple of years and they have a feature that lets you create temporary tables on the fly. you can either create a public table or a private temporary table. Is there a way in oracle to create a temporary table, in a procedure that I can use to return result sets to the client.
