TNS Slow Response

I noticed a lot of TNS Slow Server Responses on our network using Network Packet Sniffer. I pretty much ignored it thinking it was just a silly message as the server seems to perform fine. I installed Oracle at a customer's location and they noticed the message and want an answer for it. I would also be curious what causes this if it is a problem or not. Any help would be greatly appreciated. The response in the message ranges from 55ms - 600ms. Received on Thu Oct 07 1999 - 12:05:38 CDT
