Did you alter any INIT.ORA parameters? This is exactly the behaviour I got
when I mis-spelled one and restarted the instance. The services appear to
start correctly, the database process (ORACLE.EXE) is running but using
almost no memory and you get the "not available" message. Check the alert
log.
