If you're sure the orapwd file is fine, than the above one can have something to do with your TNS listener configuiration. Check:

it is running
listener.ora is correctly configured
try playing with the SQLNET.AUTHENTICATION_SERVICES line, if you have one
if you still have problems, try modifying above by removing all but the minimum of necessary lines

Some of the above have been well known issues to DBAs of 7.x versions. With 8i and Net8 - who knows?
