Pro*C internal datatypes

Why is there a difference between the internal datatypes in the Pro*C and those datatypes specified for Oracle in the 'Application Developement Guide'.

For instance an Internal Pro*C datatype varchar2 has a variable string length <= 4000 bytes but I've seen
an Oracle varchar2 being described having <=32767 bytes in the 'Application Developement Guide'.
