Complicated Package to DROP a COLUMN (is that possible?)

Does anybody have a prewritten package to drop a column which should envolve the following (or at least some of it): If the COLUMN is part of the primary_key, or foreign key, return an error.
If the COLUMN is part of functions/procedures return an error. Otherwise, drop the column with all constraints on other columns in tact.
