ORA-04031 Unable to allocate shared memory

One of my colleagues is trying to install Oracle 8i on a Windows NT 4.0 server. He gets the following message after several minutes into the Oracle installation:

ORA-04031 Unable to allocate nnn bytes of shared memory ("shared pool","unknown object","sga heap","db_block_buffers")

The server has multiple CPU's, 4 GB RAM, and RAID5 drive subsystem. He has reinstalled the OS, but stills gets the same error message during the Oracle 8i installation.

Any help is appreciated.
