client/server to oracle

Since we are using more client/server applications I see a problem with
security.

Using OPS$ accounts, to simplify login, I would like to have a mechanisme that
users only can login through the client/server application and NOT through sqlplus
or any other tool.
Have anyone a pl/sql procedure to detect a login and check is the connection is only through the client/server application?
Or does any of the Oracle specialist have another way to prevent connections other then the approved client/server programs?
