Event ID 2022 on NT

Hey Guys,
I am having a problem out here that is something like this. Event ID 2022 Srv "The server was unable to find a free connection xx (7-780) times in the last 60 seconds." When this message is generated no one is able to connect to the server at the OS level even. Has anybody faced this one ? We have the OPS$ authentication and hence no one can connect to the Oracle either. Any comments,suggestions,experiences are welcome. The OS is NT4 SP5 and the Oracle Version is 8.04
