You can pre-create the database in 8x then do an export and import from the 7.3 database. Or you can use the migration utility MIG. Or you can use the GUI migration assistant. All three are covered in the Oracle 8x book on migration which is available on Oracle's web site. You should get your 7.3 database in as good order as you can. And, unless you have a lot of extra space in your system tablespace, you should add a 200M datafile to it before migrating.
