I just installed ORACLE7.3 on a Windows NT Server and when I attempt
to connect as SYSDBA using the SYS account I get an error (1031) that
says I have insuficient privilieges.  The SYSDBA privilege is set in
the Security Manger for the SYS user.  I am able to connect as SYSOPER
using the sys account however.  For this reason I am unable to shut
the database down for backup.  Any thoughts?
