empty strings in oracle 8i

I just started working with 8i. I've seen reference to an expectation that, beginning with v8, Oracle would allow you to assign empty strings that would be represented as empty strings rather than as a null as happens in oracle 7*.. Does anybody know whether this was implemented and if so how you use this feature?
