htp.download_file : how does it work ?

I can not fugure out how to use the htp.download_file function...

I have a file stored in my database as a LOWRAW and I would like to download it from the browser. I think htp.download_file is the correct candidate, but PL/SQL Web toolkit reference do not say much about it.

Can you help me ?
