Instance shutdown on NT once again

Hi,
I would like to automatize shutdown process of Oracle8i on Win NT4.0. I try to use AT command, but I have problem executing simple script that shuts down database, because when AT command activate shut down script, nobody is actually logged in NT server , so  command
  sqlplusw internal/oracle @shtdown.sql fails, because of insufficient privileges (nobody in ORA_DBA group is logged).
What's the solution of this problem?
