oracle 7.3 and oracle 8

We are developing a web application and our dev. server is on 7.3.3 and the production is on oracle 8.5.

Does anyone think it is practical to do it this way. How do we move from dev to prod? What is a good choice - should we have a version of Oracle8 on the dev server or create an instance on the prod server for dev. The dev server is inside the wall while the prod server is outside the wall.
