MTS dispatcher outbound

I have MTS with 3 tcp dispatchers. Sometimes one of them switches from "normal" to "outbound" status in v$dispatcher. Also, the dispatcher becomes "blocked" so it can't accept new connections. Once this happens, the dispatcher remains in this situation forever. Any idea?
