MS ODBC, Oracle 8i, Win98 problems

I'm having a terrible time trying to connect to an Oracle 8i server using the Microsoft ODBC for Oracle driver 2.573.4202.00 (found in MDAC 2.1 SP2) on a Win98 machine. I have the 8i client stuff installed, and I am able to use the Oracle ODBC driver, so I am pretty sure that my Net8 configuration is correct. I can also connect directly using SQL*PLUS, etc.

However, when I try to use the MS driver, it quits right away and gives me an error dialog with nothing but an exclamation point in it (I am using MS Query). If I click OK there, it says "Cannot read file". I have reinstalled the files a number of times, and verified their date, size, etc. and they seem okay. The Oracle ODBC Test program doesn't work either.

Has anyone seen this before? Can anyone verify that this combination will work on Win98? I am having this problem on two different machines, though I have gotten it to work on an NT server.
