Can't get MTS to work

Hi,

I am trying to get the MTS server to work and unsuccessfully.

lsnrctl services tcp_listener

The command completed successfully

It seems to be up, but whatever connection I make is a dedicated connection. I tried running 2 listeners, changing ports, starting the listener and the DB in different sequence--no success.
