Hard to say - generally as cpus go up in Mhz, they also get more cache etc etc... so the 2 x 450 may be better just Mhz may seem...

The 4 x 200 may get through more load on day 1, but does the 2 x 450 option have the ability to scale to 4 cpus later ?

All things to think about ...
